Record-Breaking Enrollment Defies National Trends

Connecticut's health insurance marketplace shattered enrollment records for the third consecutive year, with 157,246 people signing up for Qualified Health Plans during the 2026 Open Enrollment Period—over 6,000 more than last year . This year's enrollment eclipsed last year's by 4% , a remarkable achievement considering the challenging federal landscape.

The expiration of enhanced subsidies caused Affordable Care Act Marketplace enrollment to drop by over one million people nationwide . Connecticut saw a rise in enrollment, however , bucking the national trend through strategic state intervention and expanded outreach efforts.

State Steps In to Fill Federal Gap

The American Rescue Plan Act's enhanced premium tax credits and the Inflation Reduction Act expired on December 31, 2025, significantly reducing the amount of financial assistance available to customers . Connecticut officials recognized this challenge early and took decisive action.

Governor Ned Lamont announced the 2026 Temporary Premium Assistance in December, which lowers costs for eligible Connecticut residents who purchase their health insurance through Access Health CT . Access Health CT is now providing a Special Enrollment Period for customers who qualify, which began on February 1 .

Of those who chose a Qualified Health Plan, 51,629 Connecticut residents enrolled in the Covered CT Program , which provides no-cost coverage for eligible residents, with the State of Connecticut paying the consumer portion of premiums and cost-sharing .

Expanded Access Drives Success

Access Health CT boosted its outreach during the Open Enrollment Period, spreading awareness that customers can benefit from free, expert help online, in person and over the phone . It also expanded its Navigator program to feature six locations in Connecticut .

The marketplace also demonstrated flexibility by extending its Open Enrollment deadline from January 15 to January 30 this year to allow customers more time to choose a plan . Additionally, more residents are now enrolled in dental coverage through Access Health CT, for a total of 19,416, representing a 9% increase in dental enrollment over the last year .

Looking Ahead

Access Health CT Chief Executive Officer James Michel noted that "Another record-breaking enrollment year shows that Connecticut residents are prioritizing their health and the peace of mind coverage provides. Having coverage means access to preventive care, prescriptions and protection from unexpected medical costs" .

The success positions Connecticut as a model for other states facing similar federal subsidy challenges. With the Special Enrollment Period now active, the state continues to demonstrate that strategic state intervention can maintain healthcare access even when federal support wavers. This approach may become increasingly important as healthcare policy continues to evolve at the federal level.
